When a new law gets passed, if it is a law that a significant part of the public finds objectionable, it is usually applied only in extreme cases. Usually, the government will not apply a new law to everyone, but only to people who are voiceless or regarded with contempt. However, once the precedent is established, the government slowly increases the number of cases where it’s applying the said law.
